He was stopped by Detective John Kennex and Dorian before he could get to the location, ten miles away. Dorian was unable to disarm the bomb so a Shield was placed around Ramon before the device detonated and killed him instantly.
The entire episode with the collar was transmitted over the Darknet by Simon Lynch who was getting revenge for being denied a loan.
